获取第三方开播授权链接。

url 参数

名称	类型	必填	说明
biz_code	string	是	申请接入时获得的biz_code
open_id	string	是	开播用户的open_id
live_area_id	integer	是	目标开播分区（申请接入时申请的开播分区id）
third_live_uuid	string	是	第三方提供本次开播的唯一ID（数据回传时使用）,如果重复会提示错误：7010 重复开播
